Question: Why does it seem like the military is prolonging a surgery I need? What can be done to get the ball rolling?

Hello everyone , I hurt my shoulder while in the army . I am out now . My wife is still in and so I still get Tricare and still being seen on base for anything and everything . It just seems like all roads lead to no where with anything I go in for . I have now had imaging done on my shoulder and the orthopedic surgery clinic has told me I have a fraying labrum in my shoulder . Also , that the tendon that runs from my shoulder to my bicep looks out of place . They gave me a shot in my shoulder to give me some relief for the pain ( which did not help at all ) . But nothing was really brought up about possible surgery to repair the damage before more damage is done . I even asked if that was an option and it just seemed like my question was circled around and not answered . I have a follow up coming up in a few days and was wondering if anyone else has had these kind of issues and how you got the ball roll
